STAYING APPRAISED FCIAAO 37TH ANNUAL CONFERENCE 2025 The 37th Annual Florida Chapter Business Meeting and Conference is right around the corner! Please join us April 30 to May 2, 2025, in Daytona Beach at the Hilton Daytona Beach Resort for Cinco De Mayo en la Playa! Daytona Beach is a wonderful city with lots to do and see and will be a great backdrop for our conference. We will kick off the week on April 28 and 29 with our pre-conference workshops and then diving into the next two and half days of presentations, vendor exhibits and networking opportunities. Due to popular demand, our committees have been diligently working to compile their respective educational tracks earlier than past years in order to assist members in their conference planning. Thank you to all of our committees and their members for all of their hard work. The tentative agendas are shown on page 8 of this issue. 2024 TPP CONFERENCE IN KISSIMMEE The 2024 Tangible Personal Property (TPP) Conference drew a large crowd this year to Kissimmee on December 9th-13th, 2024. We had 18 professionals attend IAAO Workshop 551, Valuation of Machinery & Equipment, 12 attending IAAO Workshop 151, 15-hour USPAP, and 95 professionals at the TPP Conference. We also had our very first vendor exhibits at a TPP Conference. We would like to thank all of our vendor exhibitors and sponsors for their generous support! goal is to promote a well-rounded educational offering for all chapter stakeholders. If you are interested in a specific TPP course or topic, or need more info regarding the PPS designation, please let us know. The Seminar kicked off Wednesday afternoon as FCIAAO President, Kevin Hayes, and TPP Steering Committee Chair, Lori Dorian, welcomed attendees to Kissimmee. The two and a half day seminar is designed to cover topics directly related to the Tangible Personal Property. It gives this group a chance to network and connect with fellow TPP colleagues and learn more about what is trending in their field. See page 3 for more TPP Conference highlights. Prior to the conference, IAAO Workshop 551: Valuation of Machinery & Equipment, was taught by Sage Sullivan, PPS, RES. This workshop does fulfill one of the educational requirements for the PPS designation. Our

I would encourage each of you to get involved with the Florida Chapter of IAAO. The networking opportunities alone are worth the cost of membership. We had nearly 95 attendees at the Annual TPP Conference in Kissimmee, December 11th to 13th. TPP Chair, Lori Dorian and the TPP Steering Committee put together an impressive agenda. The highlight of the Wednesday agenda was Gerry Hoeffner, President of Personal Dynamics, a human resources consulting firm and his presentation “Beyond This Point There Be Dragons - Embracing Change in the Workplace. It was an engaging and dynamic topic designed to help us understand how change affects individuals with differing needs and how we can use this knowledge to help make change less stressful. This session was definitly an attendee favorite! On Thursday, the theme was ‘Industry’ with those in the private sector speaking about topics in their respective fields. Shawn Pittman, a senior manager from Ernst & Young, talked about Leasing and some of the ways to identify leased property from taxpayer provided data. To wrap up the morning, there was a
going! It was the North counties versus the South counties with the northern team taking the victory! Neoto McCollough, Appraisal Director from Escambia County served as host. It was a great way to end the day! On Friday, the conference began with Alex Ruden, ASA from Southeast Appraisal speaking on Purchase Price Allocation. Bryan Schuck, Personal Property Manager from Cleveland County, Oklahoma discussed the highs and lows of marijuana dispensaries and production plants. The Tangible Personal Property Legal update concluded the conference with Alex Luca, Director of Exemptions & Legal Counsel, Pinellas County highlighting recent legal cases and challenges pertaining to personal property.

THE POWER AND PERKS OF BEING ON A COMMITTEE
JOINING FORCES:
Committees are essential components of many organizations, ranging from corporate entities to nonprofit groups, educational institutions, and even governments. They are formed to handle specific tasks or oversee particular areas of operations that require focused attention. Committees usually consist of a small group of people who meet regularly to deliberate on issues, make decisions, or carry out particular projects. The structure of a committee allows for a collaborative approach to problem-solving and decision making, leveraging the strengths and expertise of diverse members to achieve a common goal. One of the primary benefits of joining a committee is the opportunity to enhance one’s leadership and teamwork skills. Being a part of a committee requires individuals to collaborate, communicate, and contribute their perspectives in a group setting. The group dynamic encourages members to listen actively, think critically, and respect differing opinions. These some of the most common reasons people steer clear of committees. But why do we shy away from them?" Committee... the word that often makes us cringe. Many of us find ourselves slumping in our seats when it comes up, thinking, 'I don’t have time for that' or 'I don’t have anything to contribute.' These are

Time is running out to submit your nomination for the Annual FCIAAO Awards! In order to recognize the individual efforts and achievements of our members in the assessment profession, the Executive Board awards the Member of the Year and the Lifetime Achievement Award each year. With a majority vote, the award may be conferred by the FCIAAO Executive Board and presented to a FCIAAO Regular, Subscribing or Associate Member (in good standing) who has made a significant contribution to the Chapter in the previous year through active participation in its activities and who has made an outstanding contribution to the realization of the FCIAAO mission in his or her career. The recipient shall receive complimentary registrations (non-transferrable) to the TPP Seminar and FCIAAO Annual Conference immediately succeeding the conferring of the award.

IAAO Election News Taylor and Russell elected to Board Seats
As of January 1, 2025, we have two Florida members elected to the 2025 IAAO Executive Board! Terry Taylor, CAE, RES, AAS, FIAAO, will serve as the Vice President and Scott P. Russell, RES, AAS, PPS, CFA was tapped as our Region 3 Director. Terry has worked in the assessment profession for 34 years and his past IAAO experience includes: Region 3 Director 2021- 2023. Procedural Rule updates, Certificate of Excellence in Assessment Administration enhancements, International Engagement, Education, Professional Development and IAAO Fellows recognition. He has been a Florida Chapter IAAO Member since 1993, Real Property Committee 2016-Present, Chair Real Property Committee 2018 Present. Scott has also been in the appraisal field, both public and private for 34 years. He holds the State-Certified General Appraiser License with the state of Florida. He is Past President of the Property Appraisers Association of Florida and has served on the IAAO Governance Committee and the Professional Development Committee. He has been a member of the Florida Chapter since 2012 . Both Terry and Scott are certified IAAO instructors. These two individuals demonstrate how hard work, volunteerism and leadership can serve you well and propel you to a higher calling. Both of these individuals started on committees and showed their talent and dedication to the mass appraisal industry. Congratulations and we are proud of you!

Happy New Year from the FCIAAO Professional Designation Committee! Within the next month (or so) I will begin notifying chapter members who are eligible to receive the 2025 Tony Hodge Educational Award. Pursuant to FCIAAO Procedural Rules, award eligibility is as follows: The Tony Hodge Educational Award may be granted to FCIAAO regular members who earn their IAAO professional designation. The Executive successive FCIAAO Annual Conference and may present them with a $500 check. To be eligible, new designees must be a FCIAAO member Board shall recognize newly designated members at the

Tell us about your education & designation journey? Like most of us, I started with the classes necessary to earn the Certified Florida Evaluator (CFE) designation. From there, I earned the Assessment Administration Specialist (AAS) and am currently studying for the master exam for the Mass Appraisal Specialist (MAS) designation. I am also pursuing the Certified Assessment Evaluator (CAE) and hope to have that by next year. Other than a brief hiatus for budgetary reasons, I have taken classes continuously since 2007. The bulk of my courses were pre-COVID, and almost all of them were in-person only so it took a while to accumulate the hours needed. However, these days, finding courses has become more convenient since there are a number of online offerings that will hopefully make the pursuit of a Designation a little quicker. explore new technologies and evolve our modeling and analysis techniques. was welcomed and made to feel like I was a part of the community. Generally speaking, I oversee the functions of the Commercial Real Property Department to maximize productivity and quality of work while meeting all of our Statutory requirements and deadlines for the Annual Tax Roll. More specifically, I plan, design, and supervise the work of the appraisers and support staff who are engaged in the valuation of real property. However, the most crucial aspect of my job is to pass on my knowledge and experiences and ensure our appraisers have the tools and training to help them achieve their goals. How long have you been employed by the PA? I have been with the Osceola County Property Appraisers Office for the last eight years but started in 2006 at the Orange County PA’s office. My Real Estate Appraisal career began as a commercial fee appraiser at an Orlando Firm in 1992. What do you like most about your job? The people! From the moment I arrived here, I

Where was your best vacation ever? At the beach. When my children were young, we spent every spring break at the beach. We’d go fishing, sailing, bodysurfing, or spend hours goofing off around the pool, making me throw them around. When I think back, that was the best, and I look forward to when I can share that with grandchildren. But, until then, I prefer to be offshore on a boat, as long as no hurricanes are brewing. What are your hobbies and interests outside your job? I enjoy pickleball and play regularly a couple of times a week. To relax, I like to read or go fishing, and when the fish aren’t biting, I do both at the same time. What’s one thing people would be surprised to know about you? I love Bees. A friend and I are beginning our apiary venture known as “Bee to the Eye Honey” with a single hive. A side note… always Zip up the protective suit at least 40 feet away! (cont’d next page)

What is some of the best career advice you can give? This is an age-old adage that doesn’t fall squarely in the career advice category, but when I was around 10 years old, I had a neighbor who was a carpenter who told me to measure twice, and cut once. Actually, he told me to measure six times and use the one that matched the most… I mean, I was only 10! (My first lesson in Mean Median, and Mode?) But the concept stuck and applies to what we do at the PA’s office. Whether it is verifying Exemptions, sales for the ratio study, sketching additions, or adding new construction, it is our fiduciary responsibility to the taxpayers to double check our work and get it right the first time.
Why did you want to serve on the FCIAAO Board? The Florida Chapter, and by extension the Board, has done a fantastic job over the years, providing its membership with memorable conferences and educational content, not to mention distinguishing FCIAAO on the International stage. As a member, I felt highly motivated to join and provide whatever help I could to support the Board and uphold its’ proud traditions. I am truly honored that I have been given the opportunity to serve.
Do you live by any particular mantra? There are a couple, with the newest being about zipping up the bee Suit. But I’ve always been partial to “Work Smarter not Harder” – Dad, “To improve is to Change…” – Winston Churchill, “Always pass on what you have learned” - Yoda and “Changes in Latitude, Changes in Attitude” - Jimmy Buffet. To distill that into a mantra – Don’t be afraid to explore new ideas and methods to make things better, and share the ones that work. Also, don’t forget to have fun because ”If we couldn't laugh we just would go insane.“
I was struck by the unique challenges faced by appraisers from different jurisdictions and the innovative approaches they used to overcome them. Many jurisdictions in Florida already use resources such as PowerBI, EagleView, NearMap, and tablets but the

IN MEMORIUM Hon. Abe Skinner, Collier County
Abraham Skinner, 94, of Naples, FL passed away December 14th, 2024. Born and raised in Ft. Myers, FL, he graduated from Ft. Myers High School where he was Capt. of the football team, ran track and participated in many other high school activities and organizations. Abe attended The University of Florida for a time but returned to Ft Myers after the passing of his father. Upon returning home Abe married the love of his life, Martha; they were married for 67 years until Martha's death in 2017. He and Martha moved to Naples in 1973, however, Abe began his journey with the Collier Co. Property Appraiser's office in 1962, working in both the technical and managerial sides of appraisal operations. In 1991 he was elected Property Appraiser. He served faithfully until his retirement which was set to begin next year in January.
During his tenure, his contribution to Collier Co. went beyond his duties, he embodied the spirit of public service and shaped the office into what it is today. To him, "retirement" was a dirty word, and he often said that if he died while he was still in office, he would die a happy man. He put God and family first, especially his beloved Martha. He is survived by his daughter, Karen Walker; son, Abraham "Kelly" Skinner; grandchildren, Eric (Amber) Walker and Nikki (Hale) Sakoff; great grandchildren, Haley and Savannah; sister, Sheila Skinner; cherished nieces, Susan, Julie, and Linda (Hart); as well as a host of cousins and extended family. Services will be announced following the upcoming holidays.

Committee Goals: Unlocking the Benefits of Getting Involved
develop content information for the conference, seminars and FCIAAO newsletters. All committee members are encouraged to attend the Annual Conference and/or relevant seminars, if possible. Lastly, the Chair is responsible for leading, coordinating, and integrating the efforts, as well as representing the committee to the Vice-President of the FCIAAO Executive Board. The Chair should be present at each committee meeting to lead and guide, and should act as counsel to resolve conflicts, facilitate decision making and guide the committee activities. Additionally, the Chair, or a committee representative, shall attend the Annual Conference and/or relevant seminars. OK, great. “So, what does that mean I really have to do?” Prior to joining the Executive Board, I served on the Tangible Personal Property (TPP) Steering Committee. While the TPP Committee is slightly different, as we have our own separate conference in December; the duties are essentially the same as with the other committees. First and foremost, commitment is key. Be prepared for virtual meetings, typically scheduled every couple of months. Flexibility is crucial – honor your commitments and make time for these valuable discussions. Effective communication is the lifeblood of any successful committee, so stay connected and share your thoughts openly.
With the annual conference just a few months away, we're thrilled to unveil an agenda packed with fresh perspectives. Our aim is to deliver insightful sessions that not only stimulate engaging conversations among attendees but also provide valuable takeaways you can readily apply back at the office. Crafting each year's conference agenda requires significant time and dedication. But who are the driving forces behind it all? Our FCIAAO Steering Committees! These dedicated individuals work tirelessly to develop compelling content, recruit top-tier presenters, and often take the stage themselves. Intrigued by the opportunity to contribute? Read on to discover what it takes to become an effective committee member and make a lasting impact on the Florida Chapter of IAAO. According to the Chapter’s Procedural Rules, the Administrative, Exemptions, Tangible Personal Property, Real Property, and IT/GIS Steering Committees serve the purpose to support the mission and commitments of the IAAO and the FCIAAO by addressing the educational and professional needs of the members as it relates to ad valorem property tax administration, employment, tax roll preparation and approval, and the appeals process. The primary responsibilities are to collectively plan, organize, and

Secondly, actively contribute to the agenda. Aim to recruit at least one presenter or design and lead a session yourself. This is a fantastic opportunity to enhance your networking and public speaking skills. Finally, and most importantly, cultivate a passion for your committee's mission. FROM THE ARCHIVES In the Summer 2003 Edition of “Staying Appraised”, the predecessor of our current Conference Steering Committees was born! The formation of the Presentation Research Committee came at a time the Executive Board was looking to “broaden horizons and expand exposure as they grew to meet the educational needs of the membership.” Over twenty years later, we have four Steering Committees who put together excellent presentations with outstanding speakers. The Annual Conference would be nothing without them!
