Greetings! I hope everyone had a great summer and smooth TRIM season. It’s hard to believe it’s official- ly fall in Florida but VAB and football are good re- minders. I just got back from the 84 th IAAO Annual Interna- tional Conference on Assessment Administration that was held September 24-27 in Minneapolis. The con- ference was filled with informative presentations, outstanding networking opportunities, and ven- dors demonstrating their latest and greatest products.

I was honored to accept the Outstanding Chapter of the Year, the Zangerle Award, and the Virginia Cup on behalf of FCIAAO. Florida was the big winner at the awards luncheon, where our members also received the following: Immediate Past President Tracy Drake (Clay) received the Professional Designee of the Year Award. Tracy is also a candidate for Region 3 Direc- tor on the IAAO Board and was given the opportunity to speak to attendees briefly at the opening session. (Go Jaguars!) Will Shepherd (Hillsborough) and Irene Sokoloff (Palm Beach) received the Distinguished Research and Development Award as part of the Special Committee on Big-Box Valuation they serve on Honorable Rick Singh (Orange) received the Ian W. McClung International Award Honorable Greg Brown and his staff (Santa Rosa) received the Distin- guished Assessment Jurisdiction Award Several jurisdictions recertified the Certificate of Excellence in Assessment Administration (CEAA): Sarasota, Orange, Leon, Seminole (2 nd recertifica- tion) Honorable Ed Crapo (Alachua) was named one of the first IAAO Fellows Christine Centazzo (Palm Beach) with Social Media: An Effective Way to Communicate Honorable Dorothy Jacks (Palm Beach) with Women Who Lead: Real Life Experiences Gregg Goldberg (Palm Beach) with The Evolution of Co-Op Ownership Tim Wilmath (Palm Beach) with Supersize Me! And last but certainly not least, the Honorable Dorothy Jacks, Palm Beach County Property Appraiser and FCI- AAO Past President presided over the entire event. It was great to support Dorothy and her successes over the past year. We are so proud she represents Florida and it was great seeing so many colleagues at the official ‘Florida Party’! Next year’s conference moves to Niagara Falls, Ontario, Canada and I hope you have the opportunity to attend what will surely be another excellent conference. Speaking of conferences…the Executive Board and committees are hard at work planning both the TPP Seminar and the Annual Conference. 2018 EDUCATION WEEK - KISSIMMEE, FL | DECEMBER 3 - 7
The TPP Seminar will be held at the Embassy Suites Lake Buena Vista South, December 5th through the 7th. This year we will be offering a two and a half day IAAO Workshop 853 - PPS Case Study Review. COUNTY SPOTLIGHT: HILLSBOROUGH COUNTY
Hillsborough County, which takes its name from Wills Hill, British Secretary of State to the Colonies from 1768- 1772, was first mapped and explored by the Spanish in the early 16th century. Between 1559 and 1819, the area now called Florida was under the rule of four nations: Spain, France, Great Britain and the United States. The United States purchased Florida from Spain in 1821 for $5 million, and on Jan. 25, 1834, the U.S. Legisla- tive Council for the Territory of Florida approved an act organizing Hillsborough as Florida’s 19th county… At that time, Hillsborough County was a sprawling area that included what is now Pinellas, Polk, Manatee, Sarasota, Charlotte, DeSoto, Hardee and Highlands Counties, most of Glades County and part of Lee County. Despite its size, Hillsborough’s population was only 836, not including soldiers or Native Americans. When the first Commissioners met in 1846, the topics were taxes, transportation, a new courthouse and jail, and downtown development. The County tax raised $148.69 that year and Commissioners were paid $2 per day while in session” ( www.hillsboroughcouny.org ) Today’s Hillsborough County consists of 1,266 square miles, almost 20% of which is water, has a population estimate of just over 1.4 million and is located North of Manatee County, South of Pasco County, East of Pinellas County bordering Tampa Bay and West of Polk County. The county consists of unincorporated Hillsborough County and three incorporated cities; the City of Tampa, the largest city in the county and the third most populous in Florida, the City of Temple Terrace, Florida’s first golf course community, and Plant City, known for its hometown charm and agricultural contribution to the nation’s food supply, providing three- fourths of the nation’s strawberry supply in midwinter. Hillsborough County is home to the NFL’s Tampa Bay Buccaneers, the NHL’s Tampa Bay Lightning, and the off- season training home to the MLB’s New York Yankees. It is also the home of the University of South Florida, recently named a Preeminent State Research University by the Florida Board of Governors, the University of Tampa, one of the first institutions of higher learning in the Bay Area founded in 1931 and Tampa General Hos- pital, nationally recognized as one of the top 50 transplant facilities in the US for their success in kidney trans- plantation. Residents and visitors alike enjoy the view and activities afforded from the various forms of waterfront Hills- borough County has to offer, from Tampa Bay to the Alafia, Little Manatee and Hillsborough Rivers, to the springs of Lithia and the many lakes majorly located in the northern part of the county. Other fun and inter- esting attractions include Busch Gardens and Adventure Island theme parks, as well as the Museum of Science and Industry (MOSI), The Florida Aquarium, ZooTampa at Lowry Park Zoo, The Glazer Children’s Museum, The Straz Center for the Performing Arts, the beautifully transformed Tampa Riverwalk, a 2.6 mile pedestrian
waterfront trail combining commerce, transportation, entertainment and fitness in one experience and nature preserves like Hillsborough State and Lettuce Lake parks. For the historic at heart, there several cultural museums and the lively spirit of Ybor City, a one square mile hub of historical architecture, culture and cuisine originally founded in 1885 via the Cuban cigar factory industry. Hillsborough County is a beautiful melting pot of nature, economic development , and history and diversity in culture, economics and activity.

FCIAAO Past President Tracy S. Drake, CAE, ASA, RES, AAS, CFE has announced his can- didacy for the IAAO Executive Board - Region 3. In recognition of Tracy’s numerous accomplishments in our profession, demonstration of leadership through this chapter and the IAAO and for his years of dedication to his craft, the Executive Board of the Florida Chapter of IAAO voted and unanimously agreed to support Tracy in running for the IAAO Executive Board.

As assessment professionals, we have the responsi- bility of administering complicated property tax sys-
tems in an ever-changing environment. As the “global leader and preeminent source of standards, professional development and research in property ap- praisal, assessment administration and property tax policy,” it is necessary to diversify and expand the membership by increasing accessibility of education and exploring educational equivalencies.
Membership with IAAO should provide value. If elected, I will be fiscally conservative and will strive to ensure that the networking and educational opportunities are relevant and beneficial. My experience as Chair of the Professional Designation Subcommittee and the Education Committee, and President of the Florida Chapter of IAAO, has provided me with the experience necessary to become an IAAO leader.

PROFESSIONAL DESIGNATION SPOTLIGHT: CHRISTOPHER MITTS, PPS, CFE

Position: Senior Personal Property Appraiser
Briefly describe your appraisal/assessment experience. I have been working for the Saint Lucie County Property Appraiser’s office for over 13 years. For the past 5 plus years I have been processing returns for the majority of the largest accounts on our TPP roll, which include telecoms and utilities. In addition to working the big accounts and many of the small- er accounts, I create valuation tables, I assist the Tax Roll Department to en- sure accurate TPP submissions to the DOR, and I help oversee version testing for CAMA upgrades.

Why did you pursue the PPS designation? Six years ago, I became involved with FCIAAO by joining the TPP Steering Committee and 2 years later be- came the chair. I accepted the invitation to be on the executive board where I am currently serving as Treas- urer. My involvement in the FCIAAO, along with my desire to advance my career, motivated me to get my PPS designation. What was one of the biggest challenges you faced while pursuing your PPS designation? I am the first professional from our office to pursue and achieve the PPS designation, and although my office was very supportive, I had to reach outside of our organization for mentorship. FCIAAO put me in contact with Lisa Hobart, the former City Assessor from Detroit, who provided study materials and coaching through- out the process. What advice/suggestions would you give to someone considering an IAAO designation? I would suggest that anyone interested in obtaining a designation should over-estimate the time needed to study. Also, the designation’s case study exam workshop was optional, but I highly recommend taking it as I found the additional preparation very helpful in successfully completing the exam. Most importantly, be very familiar with the material before you submit your application. What is your favorite vacation and/or hobbies you enjoy? When vacationing in Florida I enjoy St. Augustine and Disney. Outside of Florida, I like to visit Savannah and San Diego. Hobbies that I enjoy are football and anything nerdy, geeky, or sci-fi.
Who is your favorite (all time) Miami Dolphins player? Why? Dan Marino because he is the best period. Still looking for even a good quarterback 18 years later…sigh

The 2019 Annual Conference will now be held in St. Petersburg, Florida!
The Pier Sixty-Six in Ft. Lauderdale will be undergoing renovations in the next year so the Executive Board decided to make a switch! The 2019 Annual Conference will now be held at the Hilton Bayfront in St. Pete, May 1-3, 2019. We will be at the Pier Sixty-Six for the Annual Conference in 2020 to check out their updated property.

What do you do for the PA? Commercial Analyst
How long have you been employed by the PA? This coming December will be 13 years
What do you like most about your job? I really enjoy talking to different participants of the industry and learning new things. I will never get tired of learning (I wish I could tell that to my 15 year old self). I also really enjoy the VAB process. Having spent the majority of the year looking at property values from a macro level, the VAB process is a chance to look at things from a micro level. Patrick Chapman, AAS, CFE
Where were you born? I was born here in the Capital City
Where was your best vacation ever? This is a tough question as my family has always traveled a lot, so I will go with a fairly recent trip. This past Christmas my wife and I surprised our kids by renting a tree-house outside of Chattanooga, TN. It was a unique experience that we all really enjoyed and hope to visit again.
What are your hobbies? I love spending time with my family, fishing, traveling, and watching FSU football. What do you plan to do when you retire? I hope to continue to explore the world and travel as much as possible.

PROFESSIONAL DESIGNATION COMMITTEE NEWS
Well, we did it... again! The Florida Chapter won the Virginia Cup for the record- breaking 8th time! (2004, 2007, 2009, 2010, 2011, 2014, 2017, 2018)
For those that don’t know, the Virginia Cup was first awarded in 1990 and recogniz- es the state or province with the most IAAO designees during the award period (July 1, 2017 – June 30, 2018). This year the competition wasn’t even close – Florida had (33) new designees! Although President Grasso and I received the Virginia Cup at the IAAO Annual Conference on behalf of the FCIAAO, everyone should know that the credit goes to the new designees (and supporting Property Appraisers) who demonstrated a commitment to excellence and professionalism. Great job!

IAAO Confers the First MAS Designation!
As much as it pains me to recognize the accomplishments of a competing Virginia Cup jurisdiction, I must report that IAAO has conferred the first Mass Appraisal Specialist (MAS) designation to James Hall.
Mr. Hall is a Commercial Division Manager with Pierce County, Washington. He has a diploma in Urban Land Economics from the University of British Columbia (UBC) and is a certified general appraiser with the state of Washington. He’s also a certified IAAO instructor, holds the RES designation and has a Certificate in Real Property Assessment from the UBC. Like many of you, I didn’t expect the first MAS designation to be awarded yet. But given Mr. Hall’s education with the UBC, it appears that he has taken advantage of an IAAO Procedural Rule that has afforded him a significant educational equivalency. Good for him for paying attention! According to IAAO, “we will be fine tuning the program to better assist [MAS] candidates working to master the material to also achieve designation with a more guided demonstration report option... we will also be working to build our list of Professional Designation Advisors. I will keep you apprised of any additional changes to the designation program that may benefit the FCIAAO members. Please contact me at tdrake@ccpao.com with any questions or comments. IAAO Procedural Rule 10.5.2 states (in sum):
a) Candidates satisfactorily completing the Certificate Program in Real Property Assessment... from the Uni- versity of British Columbia may receive educational equivalencies for all IAAO educational courses re- quired in the CAE, RES and MAS program. b) Candidates may receive credit via waiver for comparable demonstration appraisal reports by submitting proof of successful program completion and an Application for Demonstration Narrative Appraisal Re- port Waiver.

Here in the Florida Chapter of IAAO, we take pride in recognizing the individual achievements of our members in the assessment industry. FCIAAO members are encouraged to Nominate fellow members for the Member of the Year Award and Lifetime Achievement Award . All nominations are voted upon by the FCIAAO Execu- tive Board. Nominations must be submitted to the FCIAAO Vice President at least 60 days prior to the FCIAAO Annual Conference.

Must be a FCIAAO Regular, Subscribing or Associate Member (in good standing) who has made a significant contribution to the realization of the FCIAAO mission in his or her career.
