ORLANDO FCIAAO CONFERENCE HITS RECORD 2024 IAAO CONFERENCE DENVER The 2023-2024 Florida Chapter President Chris Mitts welcomed a record number of attendees to the 36th Annual Conference and Business Meeting in Orlando at the Doubletree at Universal Hotel and Conference Center. Mr. Star Wars himself was the inspiration behind this year’s theme, “A long time ago in a galaxy far, far away. Orange County Property Appraiser, Amy Mercado, also welcomed the 334 attendees to this year’s 36th Annual Conference on Wednesday, April 17. As this year’s host county, she highlighted the important facts about her jurisdiction and the growth they have experienced over the last few years.

The afternoon continued with our general sessions presentation from the Assessment Advisor at IAAO, Justin Eimers, AAS, RMA who addressed the group regarding regressivity and how to lay out processes and procedures to ensure fair and equitable tax rolls. We were also honored to host and welcome 2024 IAAO President, Rebecca Malmquist, who spoke to the group about what is happening at National and the upcoming conference in Denver in August.

We then recognized our twelve 2024 Tony Hodge recipients. Each recipient was presented with a $500 award for their achievement. Once the afternoon wrapped up, a Star Wars themed Welcome Reception was held pool-side. See inside for more conference highlights!

Hello there! I would like to thank everyone again who attended our Annual Conference last week in Orlando. The hard work of our steering committees and our board members paid off once again. I think every president in their post conference message, and I said it last year and I am saying it again, “The Annual Conference would not be the success it is without the hard work of our steering committees and board members.” We hope to continue our growth with our ever increasing attendance the last two years.

PS: The top ten list is my personal favorite of all time with 5 honorable mentions. Feel free to disagree! My time as president was one of the best things I have done in my life and I look forward to President Kevin Hayes taking the reigns and going forward with what we have done. IAAO will host its 90th annual conference, August 25th to the 28th in Denver Colorado. I highly recommend all those who can attend, go to the international conference. As this is my last message, I will keep it kind of short. I am proud of the work that was done this year by our board. The Website upgrades and the face lift this very newsletter got were on my list of things to do. I hope you all filled out the conference survey last week. We take those suggestions seriously and have already thought of ways of improvement for 2025. Finally, TPP is our next scheduled event being held at the Embassy Suites in Kissimmee December 11th thru the 13th. More updates to follow.

This year’s Florida Chapter of the IAAO 36th Annual Conference and Business Meeting held in Orlando, Florida at the Doubletree Universal Studios hit the all-time attendance record for an annual conference. Prior to COVID, at the 2018 Conference in Kissimmee, the attendance record stood at 324 attendees. Last year’s conference in St. Petersburg was the highest attenance since the year of COVID. Record attendance and sold-out vendor hall highlight Chapter success On Thursday, our four Steering Committees put on a great day of sessions for our attendees. The Real Property track spotlighted issues such as Short Term Rentals, Agricultural Land Use Trends, and Improving Success at Tax Appeal Hearings. The day ended with a roundtable discussion regarding Unrecorded Documentary Stamps and the possible effects on the market or lost revenue to the State. The Exemptions track had a busy day as well with a variety of topics. The first session addresses the Refugee Resettlement Program and those individuals could qualify for Homestead Exemption. Other sessions included how to develop an electronic mail system internally and with the

public. After lunch, Loren Levy, of the Levy Law Firm, presented on the Live Local Affordable Housing Statutes. Rounding out the day of Exemption sessions was a roundtable discussion regarding Portability and administering exemptions. The IT/GIS tracks were highly attended this year as they covered topics which included: Defending Commercial Valuations with AI, Proposing an Inter-County Portability Process, tow to adopt drones into the Property Appraiser’s Office and damage assessment tools and technology. The final session was a roundtable which highlighted the current state of Cyber Security. The Admin track, targeted to those on the administrative side of the office, presented session topics which included how to grow leaders in your organization,

external communication strategies, how to set your office apart to attract good job candidates and how to build a strong foundation with new hires during the onboarding process. The final session of the day focused on streamlining and improving office processes with artificial intelligence tools. Thursday night the Annual Business Meeting and Banquet took place where we recognized outstanding members and installed the 2024-2025 Florida Chapter Executive Board. Stay tuned to for our Summer Issue for coverage on the newly elected President and Board. Friday morning kicked off with a Networking breakfast before the start of the final sessions of the conference. Ana Torres, legal counsel for Orange County PA, presented on recent court decisions related to Property Tax and the Hon. Mike Twitty from Pinellas County reviewed the bills in this year’s session that may impact our offices.

He was Instructor of the Year in 2019. He is currently the Director of Real Estate Residential Valuations at the Orange County Property Appraiser’s Office. He has been in this position since 2016. He also worked for the Orange County PA from 1991-2005 as a Commercial Review Appraiser. From 2006 to 2016, Terry was employed with the Saint Lucie County Property Appraiser as the Real Estate Commercial Manager. In addition to serving on numerous committees and task forces through out the years, he currently sits on the Governance Committee. Last year he was honored with winning the Clifford B. Allen Most Valuable Member Award.

Taylor announces bid for IAAO Vice President seat for 2025 At the start of the Annual Business Meeting Thursday evening, Terry Taylor, CAE, RES, AAS, CFE, announced he would be running for the Vice President seat for the IAAO for 2025. Terry served as a director on the IAAO Board representing Region 3 from 2021 to 2023. Since 2012, he has been a Senior Instructor for the IAAO and is an AQB Qualified USPAP instructor. MEMBER OF THE YEAR Lori Dorian ori to k over the Tangible Personal Property Steering Committee mid-year. While a little hesitant at first, once she jumped in with both feet, she knocked it out of the park. Her work as chair on the 2023 TPP Annual Conference helped lead to a record 110 attendees by offering enriching sessions and programs that spoke to the personal property professionals state-wide. LIFETIME ACHEIVEMENT Pat Alesandrini Patrick Alesandrini needs no introduction, especially to those of us in Florida. The majority of our membership has been fortunate enough to have taken an IAAO course or two where he was the instructor. He served on the Florida Chapter Board and served as President 2019 2020. He spearheaded the first Strategic Plan and Mission Statement for the Chapter during that tenure. He moved on to the National IAAO where he lead that group as President in 2023. Congratulations to the FCIAAO Executive Board and Steering Committees for producing another great annual conference! As expected, it provided many informative, educational sessions and networking opportunities. One important aspect of the Chapter’s mission is to promote and celebrate the professional development of our members. I’m proud to report that since 1999, there have been 218 Tony Hodge Award recipients, resulting in more than $92,000 in money awarded to members who are new IAAO designees. These efforts have resulted in the Chapter winning the IAAO Virginia Cup a record 12 times (and counting)! IAAO designations signify exceptional professionalism and competence in property valuation, property tax administration and property tax policy.

The FCIAAO Executive Board and the Professional Designation Committee applauds the recipients for their commitment and perseverance. 2024 Tony Hodge Reward Recipients

The Tony Hodge Educational Award may be granted to FCIAAO regular members who earn their IAAO professional designation. The Executive Board shall recognize newly designated members at the successive FCIAAO Annual Conference and may present them with a $500 check. To be eligible, new designees must be a FCIAAO member (in good standing) for at least 24 consecutive months prior to being awarded their IAAO designation and receiving the award. Award recipients must be registered for the annual conference to participate in the awards program. New designees should email a copy of IAAO’s letter conferring the designation (or certificate) to tdrake@ccpao.com. It is the designee’s responsibility to provide proof of eligibility.

Last year, the chapter embarked on a revamp of the chapter website. Second Vice President, Wynta Loughrey, headed the project with collaboration from several other Board members. The goal of the project was to update the look and feel of the site, as well as, organize the content so members can find what they need more quickly. Continuing to learn E DUCAT I ON : As part of our Chapter’s mission, we are committed to offering education and professional development opportunities in ad valorem appraisal, administration, and tax policy to all mass appraisal professionals. One of the tenets of our strategic plan is Education, with one of the objectives to

offer niche courses which would enrich our membership’s knowledge and development in mass appraisal and related coursers. Prior to the Annual Conference in Orlando, two pre-conference workshops were held, “Excel Beginner’s Workshop” and “Mass Appraisal Benchmarks”. Due to the success of offering the Excel workshops at the past two Tangible Personal Property conferences, we decided to make it available during the Annual Conference week.

The Mass Appraisal Benchmarks one-day workshop covered topics designed to help refresh the mass appraisal techniques used in the valuation process and also to help establish some processes and procedures for unusual or more challenging events. Subject discussed included USPAP, Scope of Work, Mass Appraisal, Market Value, Highest and Best Use Analysis, Neighborhood Analysis, Benchmarks, Sales Validation, Sales Ratio Analysis, and Sales Chasing and Trending. Kevin Hayes, MAI, CAE, RES lead the workshop. The course was lead by Christopher Duncan from CDA Graphic Design from Ft. Lauderdale, Florida. This two-day workshop covered Excel basics such as entering data, formatting cells, basic formulas and functions, sorting and filtering, conditional formatting, data validation and managing worksheets and workbooks. These workshops were a great success and we will continue to offer relevant education and professional development opportunities to our members in the future.

The user experience was important to us and we wanted to make sure our site was optimized for mobile devices, navigation was improved, and that loading times were quick. We wanted the website to be more graphically pleasing and contain more up-to-date information. We hope everyone likes the new design and are open to any suggestions. “Initially, the prospect of redesigning the FCIAAO website felt daunting. However, after some research, I became confident that it was a task we could undertake successfully. And with time and teamwork, we proved that to be true”, stated Wynta. When asked what was learned from the process, “I've come to believe that the key lies in embracing the challenge without fear and diving in wholeheartedly. “

The Evolving Role of Communication in the Assessment Industry by Andy Janecek, CFE Trust i s the foundat ion of any relat ionship, whether i t ' s a f r iendship, a romant ic par tnership, or the l ink between an assessment profess ional and the communi ty they serve. The 2022 Edelman Trust Barometer , a global survey that measures publ ic t rust in bus iness , government , media, and NGOs ( including rel igious organi zat ions and non prof i ts) , repor ted a decl ine in government t rust across al l met r ics f rom 2021 to 2022 . In fact , 66 percent of global respondents bel ieve thei r count ry ’ s governments are purposely t rying to mi s lead people. The assessment indust ry in F lor ida has always pr ior i t i zed publ ic t ransparency , but the need for more ef fect i ve publ ic informat ion st rategies i s more ev ident than ever . An increas ing number of proper ty apprai ser ’ s of f ices across the state are now ut i l i z ing ful l - t ime and par t-t ime staf f dedicated to communi ty engagement , a move aimed at boost ing publ ic t rust in the assessment process . Thi s approach al igns wi th the Internat ional Associat ion of Assess ing Of f icers ’ ( IAAO) rev i sed Standard on Communicat ions and Out reach, former ly the Standard on Publ ic Relat ions ,

f lex ible suggest ions that can be adapted according to the unique capabi l i t ies of each of f ice. As a best pract ice, assessment of f ices should develop a comprehens i ve communicat ion plan that addresses the needs of var ious stakeholders , including proper ty owners , media, and government agencies . The plan should out l ine st rategies for us ing di f ferent communicat ion methods and media to di sseminate informat ion ef fect i vely . The adopt ion of modern technology and digi tal plat forms i s recommended to enhance communicat ion ef f iciency . Thi s includes maintaining a funct ional and informat i ve webs i te, ut i l i z ing social media and other onl ine tool s to reach a wider audience and faci l i tate eas ier access to assessment-related informat ion. Thi s helps in mak ing necessary adjustments and improvements to meet the evol v ing needs of thei r communi ty .

Just pass. Most important is that you get a good night’s sleep the night before the test. Get up early enough on the morning of the test so that you can get in some moderate exercise for about 20 minutes, such as a brisk walk or light jogging. The exercise will 1.) boost your brainpower by getting your blood flowing – delivering more oxygen and essential nutrients to

your brain; enhancing cognitive function, memory, and concentration; and 2.) reduce test anxiety by releasing endorphins, which will help you be calmer and more focused as you enter the test. Lastly, eat a nutritious breakfast and drink plenty of water. You can bring in a snack and water, but you don’t want to start the test hungry and dehydrated!

Remember, You've put in the hard work, trust your knowledge and skills. This test is a stepping stone to your goals. Think about what this achievement means to you and go conquer it! Best of luck on tackling that exam! Sage

FROM THE ARCHIVES It was Summer of 1994 and the Florida Chapter had just held a mini-seminar in Lake City on July 6th, with topics titled “What is Tangible Personal Property?” and “Should It Be Classified as Ag?” There was also a Membership Drive Incentive Program which awarded the member bringing in the most new members receiving $50.00 cash and second place received $25.00.
