STAYING APPRAISED The prestigious Virginia Cup is once again up for grabs and will be awarded this year in Denver, Colorado. Back in 1990, the Virginia Association of Assessing Officers issued a challenge to other states and provinces to increase the number of individuals earning an IAAO Professional Designation. This challenge aims to elevate professionalism in the assessing field. The Virginia Cup, symbolizing this achievement, is awarded annually to the state or province with the highest number of new designees during the award period. Our Chapter has claimed this award a record 12 times since its inception. This Chapter and its members continue to demonstrate our dedication to education and enhancing the professionalism in the assessing field. Cross your fingers for number 13! 2024 IAAO CONFERENCE DENVER VIRGINIA CUP WATCH 2024 We were supposed to be in Denver, Colorado in 2020, but a pandemic put that on hold.... until 2024! From August 25-28, assessing professionals from all over the world will descend upon Denver to learn, network and celebrate this important profession.

Every year, one of the highlights of the conference is the opening key note speaker. This year should be no different as attendees will hear from NFL legend and Superbowl MVP for the Denver Broncos, Terrell Davis. The key note speaker sets the tone for the conference and we cannot wait to listen to this hall of famer.
During the three days of presentations, many of our Florida Chapter members are participating as presenters. Jackie Warr, RES, Sara Delli Fraine, RES and Michael Daly, RES, from Pinellas County will be sharing their expertise with “Residential Valuation Tools featuring Power BI.” Terry Taylor, CAE, RES, AAS, FIAAO, Orange County, will be delivering “Residential Valuation Using IPads.” On Wednesday, Becky Robinson from Palm Beach County will delve into social media strategies for the Assessor’s Office. Good luck to these presenters! Pat Alesandrini, CAE and a distinguished panel of professionals will be unveiling IAAO’s New Tool for Basic Market Analyses. This is a free, new member benefit which will assist assessing professionals with meaningful insight into time trend analysis, depreciation schedules and more. The heat is on! Could it be any hotter? I hope that all of you have recovered from a long July 4th holiday weekend. Additionally this is a great time of year to come up for air after delivering a “clean” tax roll to DOR. I would like to take a minute to thank the Property Appraisers, Executive Board, Steering Committees, Vendors, Sponsors and all of the members of this great chapter for making it possible for us to have an extremely successful annual conference in Orlando. Congratulations are in order to all of the Property Appraisers who are unopposed in this year’s elections. I would also like to thank all of the Property Appraisers who are retiring at the end of this term. You have served your respective counties well and we wish you nothing but the best in your retirement. We appreciate all of your support over the years. Lastly for the Property Appraisers that have opponents, we wish you the best of luck on the campaign trail. the decision was extremely difficult. I wish that we could afford to give scholarships to all of the applicants because they were all deserving of the opportunity. I know that Philip will represent the Chapter well and I hope that he has a great experience. Enjoy your summer and I hope that you have a fun vacation planned. My parting words of wisdom are: alcohol doesn’t solve any problems but then again neither does milk! The IAAO International Conference is fast approaching, August 25-28 in Denver. The early bird registration deadline is this Monday, July 15th. Fun fact: there are over 250 medical and adult-use marijuana dispensaries in the City of Denver. It gives new meaning to “Rocky Mountain high”! I hope to see many of you at the conference. The TPP Steering Committee is busy planning their conference which will be December 9-13, 2024 at The Embassy Suites in Kissimmee. We will be offering IAAO Course 551 prior to the start of the conference. They have some amazing presentations planned. More details to follow. We had record attendance last year and are hoping to break that record this year! I would like to congratulate Philip Cruz, Commercial Valuation Analyst with the Hillsborough County Property Appraiser’s Office in Tampa. Philip is this year’s recipient of the FCIAAO scholarship to attend the IAAO International Conference in Denver. We had a record number of applications this year and time! Next year’s annual conference will be at the Hilton Daytona Beach Oceanfront Resort, April 30th to May 2nd, 2025. Put it on your calendars now because you won’t want to miss it!

Mark your calendars… the 2024 TPP Conference and Education Week will be held on December 9-13, 2024 at the Embassy Suites, Lake Buena Vista South in Kissimmee. The conference, which starts on Wednesday,

IAAO Election: Russell becomes a qualified candidate for IAAO Region 3 seat The Honorable Scott P. Russell, CFA, RES, AAS, PPS, submitted his paperwork to become a candidate for the Region 3 position previously held by Greg Hutchinson from Howell, New Jersey. The IAAO Nominating Committee met on July 1st to confirm the candidates and he is now an official candidate as a Region 3 Director. At this time, he is the only candidate vying for the position. Director positions have a three year term.

He also holds the ASA designation from the American Society of Appraisers. ”Looking ahead, I am eager to build upon the foundation laid by my predecessors, champion the educational opportunities provided by IAAO and demonstrate the direct relevance of the material offered and its applicability.”
Region 3 has three directors which represent 15 US States on the eastern seaboard from Florida to Maine and the District of Columbia. In addition, Region 3 includes the Caribbean nations of the Bahamas, Barbados, Grenada, Puerto Rico and the Virgin Islands. Scott has been the elected Property Appraiser in Monroe County since 2013 and has just been reelected for his fourth term. He is the current President of the Property Appraiser Association of Florida and has been on the board for five years. Scott is an approved IAAO Instructor and

IAAO is initiating the CAE Fast Track Program to allow students the opportunity to complete the Certified Assessment Evaluator (CAE) designation education requirements within 12 months and completely online. Visit IAAO.org for the educational requirements and live online course schedule. Did you know? IAAO candidates holding professional designations from the American Society of Appraisers, the Appraisal Institute, the Appraisal Institute of Canada, or the University of British Columbia may receive educational equivalencies for IAAO courses and credit (via waiver) for comparable demonstration appraisal reports.

The Tony Hodge Educational Award may be granted to FCIAAO regular members who earn their IAAO professional designation. The Executive Board shall recognize newly designated members at the successive FCIAAO Annual Conference and may present them with a $500 check. To be eligible, new designees must be a FCIAAO member (in good standing) for at least 24 consecutive months prior to being awarded their IAAO designation and receiving the award. Award recipients must be registered for the annual conference to participate in the awards program. New designees should email a copy of IAAO’s letter conferring the designation (or certificate) to tdrake@ccpao.com. It is the designee’s responsibility to provide proof of eligibility.

Scholarship: FCIAAO names 90th Annual Conference Scholarship Recipient
Continuing to learn E DUCAT I ON : The TPP Steering Committee of the FCIAAO is pleased to offer IAAO Workshop 551 - Valuation of Machinery and Equipment immediately preceding the December 2024 TPP Seminar. This workshop is designed for individuals involved in assessing personal property. Sage Sullivan will be the instructor for this course which will focus on providing a formal, systematic, and comprehensive study program, specifically for machinery and equipment. Additionally, this course serves as an excellent preparation for the PPS Designation. TPP Pre-Conference Workshop Dec 9-11
The Florida Chapter of the IAAO is pleased to announce the scholarship recipient for the 90th Annual IAAO International Conference in Denver, Colorado. This year’s scholarship recipient is Philip Cruz, CFE from Hillsborough County! Philip is a Commercial Valuation Analyst and has been working at the Property Appraiser’s Office since January of 2022, Philip works on industrial property valuation as well as other commercial property types.
IAAO WORKSHOP 551: V A L U A T I O N
This workshop will cover the appraisal process for machinery and equipment, focusing on the three primary approaches to value: Cost, Sales, and Income. In the Cost Approach, participants will learn to distinguish between replacement and reproduction costs. The workshop will also address the identification of different types of

The instructor, Sage Sullivan, brings a wealth of experience and expertise to the course, having served in various appraisal roles and holding designations from the IAAO. Sage has been with the Duval County Property Appraiser’s Office since February 2013. She has a BA in Mathematics from the University of Rhode Island and an MBA from the University of North Florida. She is currently working toward a CPA licensure. Sage has two designations from the IAAO- the RES and PPS, and serves as Treasurer on the Florida Chapter IAAO Board and was formerly a member of the TPP Steering Committee. depreciation: physical, functional, and economic. The Income Approach will delve into applying capitalization rates and utilizing rental data. Finally, the workshop will teach students how to reconcile these approaches to arrive at a final value estimate.

To be eligible for the $2,000 scholarship, the applicant must be a Florida chapter member in good standing at time of application, be an IAAO member in good standing, complete a statement of need and have approval from their direct supervisor. The applicant must also be a first time attendee to the conference. The Scholarship money will cover the conference registration fee and lodging costs. There were many applicants this year and the Executive Board had some very hard decisions to make when awarding the scholarship. The Chapter created this scholarship in 2019 to support members in need who may not otherwise have the opportunity to attend a national conference. Congratulations, Philip! We hope you enjoy the Denver conference.

TRIM Notice Tango: Delivering Exceptional Customer Service with your “partner” Dear Members, August is right around the corner, and we all know what Effective communication starts with active listening. Avoid interrupting the customer as they explain their issue.
that means – the “25-day protest period” is quickly approaching. I don’t know about everyone else, but it seems like tax roll cycles are accelerating with each passing year. Proposed tax notices, also known as TRIM notices, are typically sent mid-August. The day of mailing marks the beginning of the 25-day countdown to the deadline to file a formal petition. However, these TRIM notices also encourage a taxpayer to contact the Property Appraiser’s Office first to encourage an informal review of the subject’s market value prior to the filing of a formal petition. Our offices will experience high call volumes and customer traffic, which can lead to heightened emotions. During these challenging times, exceptional customer service is paramount. As representatives of the Property Appraiser's Office, we must consistently deliver the highest level of service to our customers. Over the years, I have found these techniques to be the most effective.

To better understand the customer's perspective, consider printing a sample TRIM notice to reference during the conversation and for all future conversations. This visual aid can help guide you in assisting the customer. Allow the customer to fully express their concerns and questions without interruption. While listening, take notes of the points you want to address once they’ve finished speaking. Most customer interactions will require educating them about Florida property taxes. Topics like caps, portability, exemptions, and TPP deadlines can be complex and unfamiliar to taxpayers. To effectively assist customers, ensure a solid understanding of these concepts prior to the 25-day protest period. Test your explanations on someone unfamiliar with property taxes,
such as a friend or relative, to gauge clarity. Always avoid jargon and acronyms. If unsure about an answer, politely refer the customer to someone who can provide accurate information – never guess. Providing inaccurate information can lead to significant problems. Lastly, if you must transfer a call, inform the receiving representative of the customer’s issue before connecting them. Avoid blind transfers, as this forces customers to repeat themselves and increases frustration. (Continued next page)

Finally, outline the next steps , including information about filing a formal petition. Many taxpayers mistakenly believe that contacting the Property Appraiser initiates the Value Adjustment Board appeal process. Emphasize that they have the right to formally challenge their property's market value or exemptions. Provide necessary contact information and deadlines to do so. Inform customers that informal reviews might not be completed before the petition filing deadline. In such cases, advise them to file a petition as a precautionary measure.
Throughout the process, be empathetic – put yourself in their shoes and show you understand the situation is difficult. Actively listen and acknowledge their feelings. Maintain professionalism always – stay calm, be polite and respectful. While this advice offers general guidance, it should complement your office's specific policies, not supersede. By implementing these strategies, you can effectively de-escalate tense situations, find resolutions, and potentially improve customer satisfaction. Sage
At this point, the situation may be resolved; but if not, it's time to steer the conversation towards solutions. Gather any additional information needed to pinpoint the exact issue. But remember – you do not need to solve the problem right then and there. When possible, clearly communicate potential outcomes. For instance, if a substantial difference exists between the market and assessed values due to a homestead exemption, inform the customer that a revised market value might not necessarily result in a changed assessed value or property taxes. Collect essential contact information and inquire about the customer's preferred method of communication: email or phone. Make the customer feel valued by offering them a choice.
