We’re gearing up and ready to meet in- person again at the FCIAAO Annual Con- ference. The AGENDA is set and regis- trations are rolling in. Registration and Hotel information for the Conference is available HERE . The Annual Conference will be held at The Rosen Centre – Orlan- do on July 28 – 30. I would like to thank the FCIAAO Steering Committees for do- ing such a great job of putting together relevant and timely presentations based upon the hot topics of the day and needs of our members. These workshops will be held Monday, July 26 th - Tuesday, July 27 th with exams on the morning of Wednesday, July 28 th . The deadline to register for either of these Workshops is July 2 nd , so please don’t de- lay. The IAAO has scheduled its 87 th Annual Conference for August 29 – September 1 to be held at the Hyatt Regency in Chicago, IL. The cost of registration is $645 for members until July 16 th , then $770 until August 13 th , and $895 on site. Nonmember registration is $845/ $970/$1,095 with the same escalation schedule for increases. Come take advantage of this opportunity to interact with peers from across the country as well as from around the globe. APPRAISAL TERMINOLOGY 101

Tax Increment Finance (TIF)- The idea that property taxes, or other revenue, resulting from the increase in a tax base (for example, property values or retail sales) in a specific area can be used to repay the costs of investments in that area. Funds may be invested in various programs, such as public infrastructure improvements or land write-down subsidies to private investors.

MEMBER SPOTLIGHT: DENISE SCHMIDT

Name: Denise Schmidt, RES, CFE County: Pinellas County Property Appraiser

What do you do for the PA? I am one of the Directors of Resi- dential Appraisal for Pinellas County

How long have you been employed by the PA? I will retire this December after 25 years of being with this office.

Why did you decide to enter the field ? I started in real estate as a salesperson in Destin, Florida when it was just a quaint little fish- ing village. My husband at the time was an appraiser and I assisted him with typing and pasting photographs to the appraisal reports. I respected the valuation process but found fee appraisers had a “feast or famine” pay scale. I wanted consistency and benefits for my family and began my journey into the appraisal profession. Moving to the

Tampa Bay area in 1990, I obtained my State Certification soon after and worked for several ap- praisal firms. I learned a lot from these firms and became more familiar with verifying infor- mation through public records and calling the jurisdictions’ building departments and County Ap- praiser’s office. Once I heard there was an opening with Pinellas County, I was persistent with ap- plying for the Appraiser 1 position. My soon to be best friends applied with me on the same day of testing and we were fortunate to be hired and have worked together ever since. What do you like most about your job? The people. Everyday there is something new to learn about someone or an aspect about the assessment process. There is always a different per- spective, a different viewpoint of how our system works. Even before COVID, when people came into our office, there was an uneasy feeling of what government employees were like, of what their roles were, and how values were derived each year. Whether the appraisers met with them in the office, field, or communicated with them electronically, I wanted to make sure our branch ap- praisers really listened to them, heard what their issues were and then communicated to them an answer they could relate to. Even if they didn’t like the answers, I feel they left with a better un- derstanding of our system and their assessments.

Within my tenure, I have had multiple opportunities to expand my education and creditability, one of which was obtaining my RES designation. I credit my supervisors and appraisal team for their guidance and support during the process. I take great pride in having it and feel it was one of my most important successes. Where was your best vacation ever? Coming from a military family, we moved around a lot before my dad re- tired from the Marine Corps. I saw a lot of the United States. However, my best vacation ever has been living here in Florida. We have the prettiest beaches with beauti- ful sunrises and sunsets.

What do you plan to do when you retire ? I am the grand- mother of Emmett, who is five years old and Everett, who is due to be born July 20 th of this year. Helping their parents with their well-being and care will be my highest priority when I retire. Spending quality time with my adult children, mother and broth- er will be my greatest reward.

What’s one thing people would be surprised to know about you? I used to compete in local triathlons.

What are your hobbies and interest outside your job ? In the Tampa Bay area, there are many things to do and participate in. I love anything to do with the water: Kayaking, swimming, walking along the shore, reading under an umbrella; and of course there is the Pinellas Trail where I walk and ride my bike.

When COVID kept most of us from venturing out, I joined a vir- tual book club with women within neighboring counties.

What is some of the best career advice you’ve been given? Three things: listen well before you speak, leave your mind open to new ideas, and the time is always right to do what is right.

IAAO CONFERENCE SCHOLARSHIPS

The 2021 IAAO Conference is right around the corner and the Florida Chapter wants to help get you there! The FCIAAO is pleased to offer up to three (3) scholarships to attend the 2021 Annual Conference in Chicago, IL. The conference will take place at the Hyatt Regency Chicago on August 29th— September 1st. The scholarships give members in need the ability to attend an international con- ference. Each scholarship is for up to $1,000 in total, including the IAAO volunteer member registration cost. The balance will be applied to the cost of the hotel.

**The cost of travel will be the responsibility of the recipient or their office.**

Eligibility requirements are:

1) Be a FCIAAO member in good standing at the time of application. 2) Be an IAAO member in good standing. 3) Agree to volunteer (8) hours at the IAAO Annual Conference. 4) Complete and submit the Statement of Need provided below. (Must be a first time attendee) 5) Have approval from direct supervisor and Property Appraiser.

COUNTY SPOTLIGHT: MANATEE COUNTY

Manatee County is located on Florida’s breathtaking Gulf Coast with some of the most beautiful beaches in the country along Anna Maria Island. Many believe our shores were the initial landing spot for Spanish explorer, Hernando de Soto, in 1539. Manatee County, so named for the slow-moving sea cow known as the manatee, was founded in 1855 and included a vast expanse of more than 5,000 square miles, encompassing all of what is now Charlotte County, DeSoto County, Glades County, Hardee County, Sarasota County and Lee County. That huge county was eventually divided and now consists of 743 square miles of land area and 150 square miles of water. The county is home to over 411,000 residents and consists of the Cities of Bradenton, our county seat, Palmetto, Anna Maria, Holmes Beach, Bradenton Beach and a portion of Longboat Key. One area of Mana-

tee County, known as Lakewood Ranch, which is situated just east of I-75, was formerly a large farm area and has, over the last twenty years, evolved into consistently one of the top two fastest- growing new home communities in the country. Manatee County and Bradenton, the county seat, have a long and storied past from early estab- lished settlements by Maroons or escaped slaves named Angola in the late 1700’s and ending in 1821. The settlement was abandoned after the Creek Indians, who were aligned with Andrew Jack- son, attacked Angola. Bradenton got its name from Dr. Joseph Braden, who established a large sugar plantation in the area in 1843 and was very financially successful. To help with the shipment from his sugar plantation, Braden constructed a pier in present day Downtown Bradenton where ships could dock and pick up the sugar.

Manatee County is home to a couple large and well known businesses. Bealls of Florida has its headquarters here and was founded in 1915. Tropicana, our favorite orange juice, was founded here in 1950. Manatee County is also home to Port Manatee, the closest deep-water port to South America. Manatee County’s top industries are tourism and agriculture, along with Bealls and

Tropicana. Manatee County is the spring training home of the Pittsburgh Pirates and is also home to IMG Acade- mies, where students from around the world train and learn soccer, tennis, basketball, baseball, football and golf. Manatee County Property Appraiser Charlie Hackney, was first elected to office in 1992. The office has 61 full time employees and the county now has over 201,000 real property parcels and a current taxable value of over $45 Billion. Currently, only about half the county is de- veloped. Most of the eastern part of Manatee County is dominated by large parcels of farmland. However, that is changing rapidly as over 3,000 new homes per year have been added to the tax roll over the last five years. We are a very busy agency working to keep pace with a very rap- idly growing county.

PROFESSIONAL DESIGNATION NEWS

Last call for the 2021 Tony Hodge Educational Award!

The FCIAAO Procedural Rules (as amended) specify eligibility of the award, as follows:

The Tony Hodge Educational Award may be granted to FCIAAO regular members who earn their IAAO designations. The Executive Board shall recognize newly designated members at the successive FCIAAO Annual Conference and may present them with a $500 check. To be eligible, new designees must be a FCIAAO member in good standing for at least 12 consecutive months prior to being awarded their designation and receiving the award. New designees must pro- vide a copy of IAAO’s letter conferring the designation, or a copy of the designation certificate, to the PDC Chairman, or a member of the PDC. Tony Hodge recipients must be registered for the respective annual conference to be eligible to participate in the awards presentation. New designees should email a copy of IAAO’s letter conferring the designation (or certificate) to tdrake@ccpao.com . It is the designee’s responsibility to provide proof of eligibility.
