More than 60 sessions were offered at the conference. Nearly 1,700 attendees had the opportunity to earn 10 or more credit hours.

Monday morning, the conference kicked off with the Opening Session and Keynote speaker. This year we were treated with a “fireside chat” with NFL legend and Super Bowl MVP for the Denver Broncos, Terrell Davis and IAAO President, Rebecca Malmquist. It was great to hear his story and take away some lessons too!
During the three days of presentations, many of our Florida Chapter members presented on various topics. Pinellas County, Orange County and Palm Beach County all represented with well-attended sessions. They showed the high standards and innovation we have in Florida. This year at the Awards Luncheon, we watched as Florida was well-represented in the Awards category. Our Chapter took home another Virginia Cup, Leon County won the Public Information Program Award, four counties were recognized for their CEAA re-certifications, and multiple Chapter members walked across the stage to receive their designation certificates! It was a great conference and Denver was an amazing backdrop! More inside on the this year’s IAAO Annual Conference!

It was a fantastic conference and there were nearly 1,800 in attendance. If you have never attended an International Conference before, next year you will get an opportunity right in our home state as Orlando is the host. Put September 21 to 24, 2025, on your calendar now. The event will be at Walt Disney World Swan and Dolphin Resort. You don’t want to miss it! At the awards luncheon on Tuesday at the Conference, I along with several Board Members accepted the Virginia Cup for a record 13th time. This award acknowledges our chapter’s support of professionalism in the assessing field by recognizing the number of new professional designations received in our state annually. If you have been thinking about taking your career to the next level, consider pursuing an IAAO designation. Our Professional Designation Committee is here to help with Advisors for the IAAO designations. As an added bonus, if you are an FCIAAO member in good standing for 24 months prior to receiving a designation, you should qualify for the Tony Hodge Award and receive $500 for your efforts. Congratulations to Tracy Drake, CFA, CAE, RES, AAS, ASA for being the recipient of the Professional Development Lifetime Achievement Award! Pat Alesandrini, MAI, CAE, RES, SRA, CFE was recognized as an IAAO Fellows. The Leon County Property Appraiser’s Office won the Public Information Program Award and was awarded their second recertification for the prestigious Certificate of Excellence in Assessment Administration (CEAA). The Orange County Property Appraiser’s Office and Sarasota County Property Appraiser’s Office were also awarded their second recertification for the CEAA. The Seminole County Property Appraiser’s Office was awarded their third recertification for the CEAA. Congratulations to all of the award winners! As usual, Florida was well represented. TPP Chair, Lori Dorian and the TPP Steering Committee, have put together an impressive agenda for the TPP Conference in Kissimmee. The conference will take place December 11 to 13 at the Embassy Suites by Hilton Orlando Lake Buena Vista South. You may not have noticed the change, but the FCIAAO Tangible Personal Property Seminar has been upgraded to Conference status! After last year’s remarkable attendance at the seminar, the Executive Board realized the impact the TPP Seminar has made on its members and in counties across the state. With 2023 attendance at the highest it has been, with 110 conference attendees, the Board realized the meeting was more than a seminar. One of the reasons we felt it was more of a conference
then a seminar is the agenda has grown to include more than just personal property topics. The TPP Steering Committee felt that the TPP members were missing out on pertinent topics that are presented at the Annual Conference, such as management and leadership topics. With the incorporation of a more diverse agenda, all levels from

IAAO Award Spotlight: FCIAAO Past President named in Class of 2024 IAAO Fellows IAAO created the Fellows program in 2018 to recognize individuals who have dedicated their careers to the development of our profession and made exceptional contributions to the association and the assessment industry. One of this year’s inductees, Pat Alesandrini, CAE, RES is the embodiment of this honor. There is not much Pat has not accomplished in his illustrious career in the mass appraisal field and becoming a Fellow is the icing on the cake. Pat has served at both the Chapter and National levels as President, and he is a Senior IAAO Instructor qualified to teach over 25 course, workshops and seminars. He holds the Certified Assessment Evaluator and Residential Evaluation Specialist
designations trough IAAO demonstrating his commitment to the goals and standards of the IAAO. Anyone who knows him understands that when he encounters a problem, he'll find a solution. Most recently, he played a key role in developing a valuation tool to assist jurisdictions in their assessment responsibilities. Pat joins other Florida Fellows, Ed Crapo (2018), Dorothy Jacks (2023) and Terry Taylor (2023). Congratulations, Pat on this accomplishment!

IAAO Award Spotlight: Tracy Drake recognized with Professional Development Lifetime Achievement Award The Honorable Tracy Drake, CFA, CAE, RES, AAS, ASA, was selected as this year’s Lifetime Achievement Award winner for his contributions in Professional Development. This award is presented to an IAAO member who has dedicated him or herself to the organization and its members through education, instruction and the Professional Designation Program over a long period of time. The recipient will have spent a significant portion of his or her career in the assessment administration, appraisal or property tax fields and distinguished him or herself as a recognized leader in the area of professional development at the local, national or international level. Nominees must have 25 or more years of IAAO membership and served IAAO for 15 or more years through committee work in the professional development areas, as an instructor, course
(because he earned his AAS in 2000).Tracy served as a member of the group until he was appointed Chair in 2015, and the group was renamed the Professional Designations Steering Committee. “As an assessment professional from a mid-sized county, my investment in professional development not only provided a great sense of personal accomplishment, but I received recognition and opportunities that I never thought possible. I am genuinely humbled and grateful that my efforts have been acknowledged with IAAO’s Professional Development Lifetime Achievement Award – it’s very special to me.” It's clear that Tracy has been a dedicated advocate for education and professional development throughout most of his career. In 2015, he played a pivotal role in raising the Tony Hodge Award from $250 to $500, acknowledging the effort required to achieve an IAAO designation. With three designations of his own, he exemplifies leadership in professional growth. Congratulations to Tracy on this well-earned recognition!
In the late 90’s, Tracy joined the FCIAAO Candidate’s Club. It was a casual group that would meet and discuss designations during the roundtable discussion time at the Chapter conferences. In 2000, FCIAAO President Roger Suggs renamed the Candidate’s Club to the Professional Designations Group and he was appointed in 2002 by Past President Fred Jefson coordinator, curriculum developer or reviewer, demonstration appraisal grader or professional designation advisor.

Leon County IAAO recognizes governmental units and individuals involved with assessment that integrate best practices in the workplace. This challenging and rigorous program is a self-conducted evaluation of specific, accepted, assessment administration and appraisal practices as defined in the IAAO. Fifteen Florida counties hold the Certificate of Excellence in Assessment Administration. Alachua County was the first in Florida to receive the certificate in 2004. IAAO Award Spotlight Leon County Earns Top Recognition for Public Information Program The Public Information Program Award was awarded this year to Leon County! In 2023, Leon County achieved remarkable milestones through its public information efforts setting new benchmarks for public outreach and enhancing public comprehension of the assessment process.

As part of their comprehensive strategy, Leon County participated in 27 homebuyer education workshops, 14 community festivals and 17 events targeting key demographics Information Technology and Public Relations Departments worked collaboratively to launch a redesigned website, expand existing E-file services, host community events and workshops and to produce engaging social media content.
One of the main goals of this redesign was a refreshed public website that provided compatibility with mobile and desktop devices, while enhancing the services and functionality to improve the user experience. The search function was upgraded and they added a property fraud alert function. In addition, they transferred website hosting from a third party to a county-provided resource which provided a cost savings of $22,000 annually.
This award is presented to an assessment jurisdiction that has developed and implemented an effective system for distributing information to taxpayers and other stakeholders. Congratulations, Hon. Akin Akinyemi and his staff on this recognition!

IAAO Election News Two Florida members unopposed for National Board seats At the 90th Annual IAAO Conference in Denver, candidates for the open Board seats had the chance to address members and seek support for the upcoming November election for the 2025 Executive Board. Two Floridians are in the race for these positions: Terry Taylor, CAE, RES, AAS, Fellow, is running for Vice President, while Scott Russell, RES, AAS, PPS, is vying for the Region 3 Director seat. Both candidates are running unopposed. The Vice President role is a prestigious one-year position, while the Region Director seat carries a significant three-year commitment, both of which require strong leadership and dedication. Terry and Scott have long been integral to IAAO, contributing their expertise and passion to various task forces and committees.

Elections will take place November 1-15, 2024 via electronic ballot. To be eligible to vote, you must be an IAAO member in good standing (not chapter member). The results will be announced by November 27, 2024. Make sure you vote! Their deep involvement in the organization’s mission is further highlighted by their status as certified IAAO instructors, a role that underscores their commitment to educating and advancing the profession. With years of experience and service, they are well-prepared to step into these leadership positions and guide the future direction of IAAO.

After a brief, but much needed hiatus, I was excited to attend the 90th Annual IAAO Conference in Denver, Colorado and re-connect with so many friends and fellow assessment professionals. And like so many conferences before, Florida put on full display why we are the standard bearer and preeminent Chapter of the IAAO. To start, the Florida Chapter won the Virginia Cup for the record-breaking 13th time! (2004, 2007, 2009, 2010, 2011, 2014, 2017, 2018, 2019, 2020, 2022, 2023 and 2024). For those that don’t know, the Virginia Cup was first awarded in 1990 and recognizes the state or province with the most IAAO designees during the award period (July 1, 2023– June 30, 2024). Although President Hayes and FCIAAO Executive Board members had the honor of accepting the Virginia Cup at
the conference, everyone should know that the credit goes to the new designees (and supporting Property Appraisers) who demonstrated a commitment to excellence and professionalism. IAAO designees are expected to continue professional growth and competence by participating in educational events. The IAAO Recertification Program and its requirements are as follows: • Recertification cycles begin on January 1, and continue for five consecutive years ending on December 31, (e.g. 01/01/2021 – 12/31/2025). •All designees must complete at least 70 hours of education pertaining to appraising, assessment, cadastral mapping, or assessment administration during each cycle. •Designees (with exception of CMS) are required to complete a minimum of two 7-hour USPAP courses , each from a different USPAP education cycle. •All designees are required to complete IAAO Workshop 171 during their 5-year cycle. • Credit hours can be submitted any time for review. •Visit IAAO’s Procedural Rules for specific requirements for recertification.

CONFERENCE SCHOLARSHIP OFFERS OPPORTUNITY Philip Cruz was awarded the conference scholarship to attend the 90th Annual IAAO Conference in Denver, Colorado. Here is a short message from Philip about his experience.

I want to express my gratitude for the scholarship which allowed me to attend the 2024 IAAO Annual Conference in Denver, Colorado. My hope in attending the conference for the first time was that I would have the opportunity to grow as an appraiser. After attending the conference, I can confidently say that it exceeded my expectations. I left feeling inspired to share what I've learned with my colleagues and to apply what I've learned in my work. To the Florida Chapter of the IAAO,

I was struck by the unique challenges faced by appraisers from different jurisdictions and the innovative approaches they used to overcome them. Many jurisdictions in Florida already use resources such as PowerBI, EagleView, NearMap, and tablets but the
As I reflect on the conference, I am eager to apply the knowledge and skills I have gained in my daily work. I plan to leverage the technology available to me, focus on the quality of my property data, and strengthen my understanding of appraisal theory. It has left me feeling inspired, motivated, and equipped to take on new challenges and continued pursuit of IAAO designations. Additionally, the conference opened my eyes to the many ways in which I can contribute to the assessment community. The educational sessions reminded me that as we utilize new technologies and techniques, we never move away from foundational principles such as data quality, appraisal theory, and investing in people. Several of the presentations demonstrated the use of statistical analysis and machine learning in mass appraisals but they all emphasized the need for accurate and consistent data. I also had the pleasure of participating in the Mock Trial Workshop and it reinforced the need for a strong foundation in basic appraisal theory and the ability to clearly educate other stakeholders (property owners, tax agents, special magistrates, attorneys, judges, etc.) on how these principles guide our valuations. Palm Beach County Property Appraiser Dorothy Jacks facilitated several presentations on the topics of professional development and effective communication in our workplaces. The insights from the different presenters into career development, networking, and advocacy were invaluable. presentations showed how we can further leverage these technologies. I especially enjoyed seeing how the data could be visualized in insightful ways with graphs, charts, GIS layers. Our very own Pat Alesandrini unveiled a new data analysis tool which will empower IAAO members to apply a variety of statistical techniques for mass appraisal. It is exciting to see how our profession is continuing to evolve and grow.

IAAO Host Committee 2025 Florida to Host in Orlando
During the banquet at the Denver conference, it is customary the current host city passes the “key” to next year’s host committee. This year, FCIAAO Past Presidents Katie Grasso, AAS and Kenny Pennington accepted the “ears” from the Denver Host Committee Chairs. These two will be coordinating host committee efforts for next year’s conference in Orlando, September 21-24, 2025. If you are interested in being a part of the committee and assisting with conference prep activities, contact Katie Grasso. We’re going to Disney World!

Upskill for Success I keep hearing that the assessment and appraisal industry is an aging industry. According to The Appraisal Institute’s 2023 U.S. Valuation Profession Fact Sheet, over two thirds of appraisers are 50 or older, while only 7% are under 35. This demographic imbalance raises concerns about a looming talent shortage, loss of institutional knowledge, and potential challenges in adapting to industry trends and technological advancements It seems that all the buzz is about succession planning lately. While succession planning is a crucial administrative-level concern, you can proactively address your own career trajectory through upskilling. By expanding your current skill set, you will remain competitive, position yourself for future opportunities, and mitigate the risks of becoming stagnant in your current position. As we continue the path of appraisal and assessment education, it’s imperative that we continually upgrade our skills in addition to appraisal theory. This includes keeping up with emerging technologies, honing leadership abilities, enhancing public speaking skills, and strengthening interpersonal communication. The rise of AI and other cutting-edge technologies demands that we stay informed and proficient
users, while also cultivating strong interpersonal skills to ensure the human element remains central to our work. I know every office is unique, offering different resources for learning and growth. But if you’re looking for free or affordable options, here are a few ideas: Did you know that your public library offers free access to LinkedIn Learning? That's right, free. If you've ever considered paying for a LinkedIn Learning subscription, you know it's not cheap. I did some quick research and found that many local libraries provide easy access to this valuable resource. Simply visit your library's website and search for "LinkedIn Learning." You'll find a wealth of courses, including certificate programs, covering a wide range of skills. Public colleges and universities can be valuable resources for professional development. Your employer might even offer tuition reimbursement. If not, explore the options available at local institutions, such as auditing courses. While auditing doesn't lead to credits or require exams, it can be a great way to expand your knowledge and skills. Remember, the goal is to enhance your expertise, not just pad your resume. A lengthy resume doesn't necessarily equate to the skills needed for a particular job.

FROM THE ARCHIVES Before there was a Professional Designations Steering Committee, the Professional Designations Group was formed in 2002. The group consisted of individuals who had a strong interest in IAAO education and earning designations. The Anthony A. Hodge, Sr. Award had only been given out to seven individuals since its inception in 1999. This was the first issue of “Designation News”.
