About Us The Florida Chapter of the International Association of Assessing Officers serves as an educational and networking resource for public property appraisers and their staff throughout the state of Florida. The Chapter holds one annual conference in April with 4 educational tracks focusing on Administration, Real Property, Exemptions and IT/GIS, along with our general session. Additionally, the chapter sponsors a Tangible Personal Property seminar annually in December/January. We host educational seminars and webinars throughout the year. Continuing Education Credits are available for IAAO, ASA and DOR recertification needs. Information about specific conferences, seminars, or webinars can be found under Events on the FCIAAO website.

IAAO Awards

IAAO takes pride in recognizing individual and organizational achievements in the assessment industry. Through IAAO's annual awards program both members and non-members can receive international recognition for excellence in property appraisal, assessment administration, and property tax policy. IAAO's annual awards program boasts twenty award categories recognizing individual and organizational achievements in several areas including publications, technical expertise, and service to IAAO, just to name a few. Award recipients are recognized at the IAAO Annual Conference.

Outstanding Chapter Award

Zangerle Award This award was named in honor of the IAAO’s third President, John A. Zangerle, and will be presented to outstanding periodical publications of an assessor’s association, an IAAO chapter, or other similar organization.

This award is conferred on an IAAO chapter or affiliate organization that has made an outstanding contribution to the realization of the mission of IAAO. FCIAAO has received this award twenty-four (24) times, more than double any other jurisdiction.

Virginia Cup In 1990, the Virginia Association of Assessing Officers challenged other states to increase the number of designees in their respective states with the ultimate goal being to increase professionalism in the assessing field. The state with the most members receiving an IAAO Professional Designation since the previous Annual Conference is awarded the Virginia Cup. FCIAAO received this award eleven (11) times.

Matylda Zurowska Hudak Member of the Year Award This award is presented to the IAAO member, who in the previous calendar year has made a significant contribution to the association through active participation in its activities and who, in his or her career, has made an outstanding contribution to the realization of the mission of the IAAO.

Distinguished Assessment Jurisdiction Award This award is conferred on a national, state/provincial, regional or local assessment agency that has instituted a technical, procedural or administrative program that is, for the affected jurisdiction, an improvement over prior programs, and is generally recognized as a component of a model assessment system and a contributing factor to equity in property taxation.

Ian W. McClung Global Award Named after Ian W. McClung, a Canadian who served as IAAO’s 48th president and was a strong advocate for IAAO’s international presence, this award is presented to an IAAO member whose efforts have improved the development of valuation professionals around the world and encouraged the advancement of the assessment community in a global environment.

Harry Galkin Award This award was named in honor of Harry Galkin, a long-time associate member, and is presented to the IAAO Associate Member whose contribution, during the past year(s), has been so worthwhile as to demand recognition. Contributions may have been in the area of writing or speaking on equalization, assessment, assessment administration or general taxation. The individual also may have been distinguished by advancing the mission of the organization through fundraising or through the contribution of time, effort, talent, and resources.

Stacey Ford Outstanding IAAO Representative Award This award is named in honor of former IAAO Membership Manager, Stacey Ford, whose life was tragically cut short. Stacey was the IAAO Representatives' greatest booster and supporter. She always had a smile, kind word and inspired Reps to serve members while proclaiming the enormous benefit of membership in the IAAO to nonmembers in their region.

2023 Tony Hodge Educational Award

Once upon a time… a FCIAAO member became an Executive Board member and ultimately the FCIAAO President - his name was Tony Hodge. He worked tirelessly promoting IAAO education and encouraging individuals to pursue an IAAO professional designation. In recognition of his efforts, the FCIAAO decided to memorialize his legacy by creating the Tony Hodge Educational Award. At the FCIAAO Annual Conference, the Executive Board and the Chair of the Professional Designation Committee recognize the accomplishments of new designees and present them with a certificate and a check for $500. To date, FCIAAO has conferred the Tony Hodge award 206 times totally $86,250 . Eligible candidates must have been a FCIAAO member in good standing for 24 months prior to being awarded their IAAO designation.

Get ready to mark your calendars, folks, because every year the FCIAAO pulls out all the stops to host one of the most exciting events in the world of assessment professionals - the Tangible Personal Property (TPP) Seminar! And this year was no exception. From December 7th to the 9th, eighty-four (84) assessment professionals gathered together in sunny Orlando for an unforgettable Excel workshop and seminar. With expert speakers, hands-on learning opportunities, and an abundance of networking opportunities, attendees left the seminar feeling inspired, motivated, and armed with new skills to take their careers to the next level. But the excitement didn't stop there. Thanks to the FCIAAO's dedication to providing valuable resources to their members, all of the sessions were recorded and made available on their website. 2023 35th Annual Conference

The 2023 Annual Conference of the FCIAAO was an event that was months in the making - and boy, did it deliver! Held at the gorgeous Hilton St. Petersburg Bayfront in sunny St. Petersburg, Florida, this year's conference was attended by 319 assessment professionals and 24 vendors, it was a true gathering of some of the brightest minds in the assessment industry.

But what really made this year's conference stand out was the exciting partnership established with the Florida Association of Cadastral Mappers (FACM). By bringing these two groups together, the FCIAAO was able to strengthen the IT/GIS portion of the conference and provide added value to both their membership and the FACM's.

And that's not all. Attendees were treated to an impressive lineup of expert speakers, hands-on learning opportunities, and an abundance of networking opportunities. From informative workshops to engaging panel discussions, there was something for everyone at this year's conference. The FCIAAO knows how to put on a show - and the 2023 Annual Conference was no exception. 2023 Pre-Conference Education Sessions

IAAO Workshop 151, 15-hr National USPAP on Monday, April 17 to Wednesday, April 19. The workshop was instructed by Kevin Hayes MAI, CAE, RES, CFE, Pinellas County. We had 16 attendees. Time Trending - Practical Application in your Jurisdiction on Tuesday, April 18. The workshop was instructed by Manish Bhatt, MBA, MS, Chief Information Officer, Osceola County. We had 24 attendees. Prior to the Annual Conference, FCIAAO offered two educational workshops to provide an opportunity for continuing educational credits.

FCIAAO AWARDS 2023 FCIAAO Member of the Year Award

It has been an honor and privilege to be a part of this organization as an Executive Board member and now as a Committee member. This organization is truly one where you get back what you put into it.

The 2023 recipient of the Member of the Year Award is Justin Edwards. Justin has been very active in the Chapter and a mainstay on the Executive Board for more than 13 years. He has long been an outstanding member even before we created this award. Just when he thought he was done, he got pulled back in, chairing and taking charge of our new Audio-Visual Management Committee.

The 2023 recipient of the Lifetime Achievement Award is Will Shepherd. Will has been a regular presenter at this conference, as well as, national conferences on dozens of mass appraisal and property tax issues, each of which always have a clever title. We could always count on him to entertain us with his no-nonsense approach and teach us at the same time. Will is general counsel for the Hillsborough County Property Appraiser in Tampa, Florida, where he has represented the office in property tax matters since 1997, including real estate and tangible personal property valuation cases, exemption disputes, agricultural classification, and numerous appellate decisions. Additionally, he is a contributing member to the IAAO position papers, " Setting the Record Straight on Fee Simple " and " Commercial Big-Box Retail: A Guide to Market-Based Valuation ."

FCIAAO AWARDS - 50/50 Charity Raffle

Every year, the FCIAAO Executive Board sets out on a mission to do something special for a deserving local charity. This year, our host county, Pinellas, was given the incredible opportunity to select their charity of choice, and they certainly didn't disappoint. With great enthusiasm, the county chose CASA, an organization that provides vital support to individuals and families affected by domestic violence. At the conference, members were able to contribute to this wonderful cause by participating in a thrilling 50/50 Raffle. Attendees eagerly purchased their tickets in hopes of winning big and supporting CASA at the same time. And boy, did they come through! Our members showed their love and generosity by raising a whopping $1,538 in total, with 50% going straight to CASA. This was more than just a fundraiser - it was a true testament to the power of a community coming together to make a difference. We are incredibly proud of Pinellas County and our members for their unwavering commitment to making the world a better place.

We use FlippingBook software in order to deliver a clean, modern design that allows users to zoom, search for text and save as a normal PDF document. FCIAAO Governing Documents

The IAAO Constitution, FCIAAO Bylaws, and FCIAAO Procedural Rules are governing documents that provide the overall framework and guidance for the FCIAAO Executive Board, its committees, and members. The Chapter's Bylaws were revised and adopted on April 15, 2020. The amendments were made to ensure compliance and consistency with the IAAO's governing documents. Procedural Rules were adopted to provide assistance to the Executive Board, committees, and members. They are detailed guidelines for carrying out a specific procedure, policy or program of the Chapter and are updated as needed.

Since the FCIAAO Executive Board is comprised of members from jurisdictions all across Florida, we have devised ways to communicate effectively while conducting the Chapter's business. The board uses Google drive to store and access all pertinent chapter documents. This allows for access to information from anywhere, anytime.
