CHALLENGING TIMES From the cancellation of the FCIAAO Annual Conference to a modification of the Bylaws to allow for an online election of the 2020-2021 Executive Board, it is safe to say that this year has definitely been new territory for the Chapter. The Executive Board hopes that the extended FCIAAO family has remained safe and healthy during this trying time. 2020 IAAO ANNUAL CONFERENCE While the FCIAAO made the difficult decision to cancel its Annu- al Conference this year, the IAAO conference is full steam ahead. This years 86th annual conference is being hosted in Denver, Col- orado from August 30 to September 2. For more information and to register online, visit IAAO.org .

EXECUTIVE BOARD

It’s been a crazy start to 2020. I hope eve- ryone is doing well and staying safe. At this point we’re all getting back to some sense of normal, or dealing with the new normal. COVID-19 has impacted us all on a person- al and professional level. Usually, in this space the new Chapter President gets to talk about what a success the Annual Con- ference was. However, due to COVID-19 we had to do the previously unthinkable task of cancelling the 2020 Annual Conference.

Thank you to Past President Pat Alesandrini for leading the Chapter and Executive Board through hopefully the worst of this situation. Additional thanks go out to Executive Board members Chris Mitts, Wendy Sapp and Dee Dee Harnish for working with Chapter members and vendors to get all refunds processed in a timely manner. It was a very difficult decision for the Executive Board to cancel the Annual Conference, however, it was the right decision. With the cancellation of this year’s Annual Conference, we weren’t able to recognize the hard work and contributions of some of our members. I would like to acknowledge our fantastic steering committees. They put a lot of hard work and effort into putting together a great agenda for the conference. Unfortunately it just wasn’t in the cards for this year. I would also like to take this opportunity to congratulate this year’s Tony Hodge Award and Florida Chapter Award winners! The Tony Hodge Education Award is presented to new designation re- cipients, along with a $500 check from the Chapter. This year we proudly recognized 26 recipients! Please check out the Professional Designation News section of this Newsletter for a complete list of this year’s Tony Hodge recipients. You can also find information about the Tony Hodge Award on the Chapter’s website by clicking HERE . If you see any of these professionals in your office, make sure you congratulate them on a job well done! Along with the Tony Hodge Award we also present the Florida Chapter Awards at the Annual Conference, they consist of the Member of the Year Award and the Lifetime Achievement Award. Nominations are made by Chapter members and voted upon by the Executive Board. This year’s Member of the Year Award went to Hon. Mike Twitty, MAI, CFA Pinellas County Property Appraiser. The Executive Board will meet this summer to continue working on the long range goals of the Chap- ter. Due to COVID-19, we will take a fresh look at the Procedural Rules and Chapter Bylaws. Addi- tionally, we will work on the 2020 Education Week/TPP Seminar to be held in Kissimmee, December 6-11, 2020 and the 2021 Annual Conference to be held in Orlando. The Chapter’s steering committees are in the process of being formed and confirmed. If you are inter- ested in serving on a committee or in some other capacity or if you have an idea for a conference topic please take the following SURVEY . We welcome your input.

2020 FCIAAO AWARD WINNERS

The Florida Chapter of IAAO takes great pride in recognizing the individual achievements of our mem- bers in the assessment industry. We are pleased to announce the winners of the 2020 Member of the Year and Lifetime Achievement Awards.

Member of the Year

With a majority vote, the award may be conferred by the FCIAAO Executive Board and presented to a FCIAAO Regular, Subscribing or Associate Member (in good standing) who has made a significant contribution to the Chapter in the previous year through active participation in its activities and who has made an outstanding contribution to the realization of the FCIAAO mission in his or her career.

The 2020 Member of the Year Award is presented to the Honorable Mike Twitty, MAI, CFA Pinellas County Property Appraiser . Mike's commitment to professional education has lead his office to see it's number of professional designations double under his short tenure. From less than twenty to around forty- five with more on the way. The financial commitment to educate and certify that many is no small budget- ary task. However, Mike sees the value in a well- educated staff. Mike truly embodies our core value of "Empowerment to develop individuals to his/her greatest potential".

2020 FCIAAO AWARD WINNERS

Lifetime Achievement Award

With a majority vote, the award may be conferred by the FCIAAO Executive Board and presented to a Regular, Subscribing or Associate member (in good standing with at least 15 years of FCIAAO mem- bership) who has made significant contributions to the Chapter through active participation in its ac- tivities and who has made an outstanding contribution to the realization of the FCIAAO mission in his or her career.

The first recipient of the Lifetime Achievement Award is someone who has supported the Chapter for many years. Over the years Gaylord “Jay” Wood has given his time and effort to the Chapter by presenting legal updates at our Conferences and Seminars. Anytime a complex as- sessment issue arises in Florida you can always count on Jay to have an opinion and give a well-educated take on how the issue at hand could affect other aspects of appraisal. If you look back at the last 30+years of appraisal cases in Florida you will find Jay's name on a lot of them, rep- resenting Florida Property Appraisers.

The second recipient of the Lifetime Achievement Award is a Past President of the Chapter. Russell Counts was on the board dur- ing 2005-2010, Russell helped maintain the TPP Conference dur- ing the economic downturn. He also served on the Real Estate steering committee after his board term was up around 2016 and continues to support our mission of offering a high level of educa- tion opportunities to our members.

FCIAAO members are encouraged to nominate fellow members to be voted upon by the FCIAAO Ex- ecutive Board. The 2021 Nominations are now being accepted. Forms are available on the Chapter website HERE and must be submitted 60 days prior to the to the FCIAAO Annual Conference.

The Florida Chapter encourages its members to participate in the planning and design of our confer- ences, and is always looking for subject ideas and speaker recommendations. Committees provide an excellent way to be involved – whether to suggest specific topics or when looking for networking op- portunities within your specialization. APPRAISAL TERMINOLOGY 101

Qualitative Variable - Something that can be appreciated but not objectively reduced to an unam- biguous scale. For example, view is a qualitative variable.

Quantitative Variable - Pertaining to the objective nature of some variable of interest, that is, something that can be measured or counted with little ambiguity. For example, number of bathrooms is a quantitative variable.

What do you do for the PA? I am an Appraisal Analyst and a member of the Residential Valuation Team.

How long have you been employed by the PA? 14 years

What do you like most about your job? I appreciate the opportunity to practice the fair and consistent Mass Ap- praisal principles for the constituency of the County. I enjoy the interaction that I have with the public, especially providing an explanation of the mass appraisal process and problem solving issues. Dave Krause

Where was your best vacation ever? Cuba

What are your hobbies? Golf, SCUBA, cycling, photography, history, gardening, foody.

What do you plan to do when you retire? I imagine my retirement to be a “soft” retirement. I always see myself working in some capacity at the same time enjoying the benefits that are presented in my later years.

PROFESSIONAL DESIGNATION SPOTLIGHT

Briefly describe which courses, seminars and workshops you teach.

I am approved and teach the following IAAO Courses and Workshops: Course 101, Course 102, Course 201, Course 300, Course 311, Course 331, Course 400, Course 402, Course 500, Workshop 100, Workshop 850, Workshop 851, and Workshop 852.

From an instructor and advisors perspective, is there a specific designation that you recommend? Why?

As an IAAO Instructor, I recommend students pursue the professional designation that they are most qualified for in terms of educational requirements and years of experience in the appraisal in- dustry. The Residential Evaluation Specialist (RES) is an excellent choice for the residential apprais- er. However, equally as important and readily obtainable is the Assessment Administration Special- ists (AAS) designation. The AAS is a favorite for the fact that this designation applies to the daily and cyclical functions of our office. Finally, the Certified Assessment Evaluator (CAE) designation will serve the commercial appraiser well in mass appraisal. All three designation demonstrate excellence and professionalism recognized in the appeals process and by the public.

What advice/suggestions would you give to someone considering an IAAO designa- tion?

Each designation is a decision that appraisal professionals must make a commitment to. Identify the education you have completed. Use the IAAO education check list for each designation and recognize which courses remain to be completed. Any Certified Florida Evaluator is well on their way to the RES or AAS. Utilize the Professional Designation Advisors within the Florida Chapter to assist you with your success. Take a Case Study Exam Workshop and complete the case study examination to expedite your goal.

What are some pitfalls to avoid while pursuing a designation?

Once you have identified your designation take the time to plan to work your plan. Schedule time, remain focused, and stay on task. Not following through is certainly something to avoid.

Have there been any recent changes to the designation process that candidates should be aware of?

IAAO has made a concentrated effort to increase successful opportunities for the designation candi- date. There are equivalencies for several other appraisal organizations that meet educational and years of experience requirements. University Real Estate programs have also recently qualified for equivalency for IAAO Designations as well. For example, The Mass Appraisal Specialist (MAS) de- signee may meet Narrative Demonstration Report requirements by completing coursework offered online through the University of British Columbia.

PROFESSIONAL DESIGNATION SPOTLIGHT CONT.

What was one of the biggest challenges you faced while pursuing your designations?

Selecting a property to appraise and writing a Narrative Demonstration Report was a challenge I had to overcome. Not only was limited market data a challenge, the selection of the right property was a concern. After reaching out to Jarron Paronto, Credentialing Manager at IAAO, he directed me to someone able to help that recently completed a written report.

Which television game show (past or present) would like to be on? Why?

The Wheel of Fortune is a game show that may be something worth going on television. Traveling to California playing to solve phrases to win money, vacations and automobiles could be a good time.

What is your favorite vacation and/or hobbies you enjoy?

Vacations are always fun. Surfing or fishing vacations on or near the water in places like Hatteras Is- land, NC, Costa Rica, Central America, or a recent favorite trip to the Kenai Peninsula near Anchorage, Alaska halibut and salmon fishing last summer was great .

PROFESSIONAL DESIGNATION NEWS

One primary aspect of the Chapter’s mission is to promote the professional development of our members. In preparing the 2020 Tony Hodge Educational Awards , I did a little research. Since 1999, there have been 178 Tony Hodge Educational Award recipients, resulting in over $71,000 in monies to new IAAO designees. A large portion of that occurred in the past five years: 110 award recipients and $55,000 awarded. Wow!

Last year, I began keeping track of which counties have produced the most recipients (since we all enjoy a little friendly competition): Clay is in

fourth place with ten; Orange has twenty-three; Palm Beach is in second place with twenty-nine; and Pinellas continues to lead with forty-three. The table below displays counties with at least three re- cipients.

2020 TONY HODGE EDUCATIONAL AWARD RECIPIENTS

IAAO designations signify exceptional professionalism and competence in property valuation, proper- ty tax administration and property tax policy. Many consider a designation to be one of the highest professional achievements an individual can obtain. The FCIAAO Executive Board and the Profession- al Designation Committee applauds the recipients for their commitment and perseverance. By earning their designations, they join an exclusive club of assessment professionals. In 2019, the Chapter set a record with 32 Tony Hodge Educational Award recipients and won the IAAO Virginia Cup for the 9th time. This year, we proudly recognized 26 recipients giving the Chapter another excellent chance at the award, which will be announced at the end of June.
