The IAAO will hold it’s 84th Annual Conference on Septem- ber 23rd - 26th in Minneapolis, Minnesota. There will be lots of great educational opportunities. The keynote speaker will be Jack Dangermond, founder and president of Envi- ronmental Systems Research Institute (ESRI). Join the Flori- da Chapter as we go for our record breaking 21st Out- standing Chapter of the Year Award! Support IAAO Presi- dent and FCIAAO Past President Dorothy Jacks, CFA, AAS as she presides over the conference. Check out page 3 for more information on this event. The Florida Chapter will hold its annual Education Week December 2nd - 7th at the Embassy Suites Orlando Lake Buena Vista South in Kissimmee. I hope everyone is enjoying the warm and rainy sum- mer. I just returned from beautiful Sarasota, where the Executive Board held our annual retreat. We are putting plans in motion for our TPP Seminar and be- lieve it or not, the 2019 conference. Time flies. Our TPP Seminar will be held December 3-7 at the popu- lar Embassy Suites hotel in Kissimmee. Stay tuned for agenda details and pre-seminar offer- ings.

The 2018-19 Steering Committees have been finalized and I am excited to see what our new Administrative Committee will come up with. All committees are filled with talented professionals, who are experts in their fields. If you have any topics you would like to suggest, please reach out to me or any of the committee members. We love to hear feedback from our members! Summer will officially come to an end right as the 84 th Annual IAAO Confer- ence kicks off. I am looking forward to the great networking and educational opportunities that these conferences offer. And the cooler temperatures will be welcomed! The Chapter has been nominated for several awards:  Outstanding Chapter/Affiliate of the Year  John A. Zangerle Award for our quarterly newsletter  Virginia Cup for having the most members earn a professional designation I hope to see many familiar faces in Minneapolis! It will be great to show our support for two Floridian IAAO board members, President Dorothy Jacks and Director Pat Alesandrini. Tracy Drake will also be kicking off his campaign for the IAAO Board, as Director of Region 3. He will certainly have my vote this November. With board members, committee members, representatives, and conference speakers, Florida is well represented on an international level. 84TH ANNUAL IAAO CONFERENCE, MINNEAPOLIS MINNESOTA

Join IAAO in Minneapolis for an outstanding education program and continuing edu- cation credits. Nearly 80 sessions will be offered over three days. Presentations fill tracks including Effective Leadership, Legal and Legislative Matters, Emerging Issues, Real Property, Assessment Technologies, GIS & Mapping, Personal Property and Ag- riculture & Classified Use. If you have not attended an IAAO Annual Conference, you may not want to miss this one. The Conference will be presided over by our very own past FCI- AAO President and current IAAO President Dorothy Jacks, CFA, AAS, Palm Beach County Property Appraiser.

FCIAAO Past President Tracy S. Drake, CAE, ASA, RES, AAS, CFE has announced his can- didacy for the IAAO Executive Board - Region 3. In recognition of Tracy’s numerous accomplishments in our profession, demonstration of leadership through this chapter and the IAAO and for his years of dedication to his craft, the Executive Board of the Florida Chapter of IAAO voted and unanimously agreed to support Tracy in running for the IAAO Executive Board.

As assessment professionals, we have the responsibility of administering compli- cated property tax systems in an ever-changing environment. As the “global

leader and preeminent source of standards, professional development and research in property appraisal, assessment administration and property tax policy,” it is necessary to diversify and expand the membership by increasing accessibility of education and exploring educational equivalencies. Membership with IAAO should provide value. If elected, I will be fiscally conservative and will strive to ensure that the networking and educational opportunities are relevant and beneficial. My experience as Chair of the Professional Designation Subcommittee and the Education Committee, and President of the Florida Chapter of IAAO, has provided me with the experience necessary to become an IAAO leader.

PROFESSIONAL DESIGNATION SPOTLIGHT: UZMA SAYED, AAS, CFE

Name: Uzma Sayed

County: Pinellas

Position: Tax Roll Compliance Manager

Briefly describe your appraisal/assessment experience. I started working with the Department of Revenue as an Administrative Assistant. As I learned property appraisal and assessment practices, I discovered I had an aptitude and understanding of these principles. When the opportunity to learn business and appraisal practices from a Property Appraiser perspective arose, I joined the Pinellas County Property Appraiser’s Office. I currently hold the position of Tax Roll Compliance Manager. In my current position, my main role is to ensure that the Pinellas County Tax Roll is accurate and certified.

Why did you pursue the AAS designation? I wanted to pursue the AAS designation for the last 10 years; however, life got in the way. I was fortunate enough to complete all the necessary education and finally gain the courage to attempt the exams. When I started my career at the Department of Revenue, six team members had just received the AAS designation. This inspired me to aim for the same designation. It took me 10 years, but I am proud to say that I achieved it! What other designations and/or licenses have you obtained or intend to obtain? I have successfully completed the Certified Public Manager designation last year. The Certified Public Man- ager course is offered by Florida State University and allowed me to obtain a better insight into best manage- rial practices. Additionally, I have the Certified Florida Evaluator designation from Department of Revenue and still maintain my Real Estate Broker’s license. Do you participate in any type of mentoring or advisory programs? I mentor and encourage my team and co-workers whenever possible. One of my team members has been inspired to obtain the AAS designation. I wish her success in her endeavor. What advice would you give to someone considering an IAAO designation? My advice to anyone considering any IAAO designations is to pursue it as soon as they have completed the required courses. This will make reviewing the content easier. I would tell everyone to attempt the exams and “Just Do It”. While pursuing your designation, did anything surprise you? What surprised me is the time and effort it took to prepare for the exams. Once you review the content, you realize how much dedication it takes. What is your favorite vacation and/or hobbies you enjoy? My favorite vacations consist of hiking in nature. We recently visited Colorado and fell in love with the ma- jestic snow-covered mountains. Our retirement dream would be to spend the summer months in Colorado and escape back to Florida for the winter.

Volunteers are the life blood of any professional non-profit organization. Serving on a committee gives membership the opportunity to serve and help shape and di- rect the paths of the organization. Participation in the committee structure is what also leads individuals to participate in additional roles in the organization, such as board membership and beyond. The FCIAAO Executive Board understands that the strength and diversity of our Chapter lies with the volunteers, committees and interaction among our members. I am pleased to report that pursuant to FCIAAO Procedural Rules, President Grasso has appointed the following members to the Professional Designation Committee:

The Virginia Cup is an annual award given by the IAAO to the state with the most members receiving an IAAO Professional Designation (from July 1 to June 30). Flori- da has won this prestigious award seven (7) times (2004, 2007, 2009, 2010, 2011, 2014, 2017). It appears that we have a great opportunity to win it again. The win- ner will be announced at the IAAO Annual Conference in Minneapolis.

The Tony Hodge Educational Award may be granted to FCIAAO regular members who earn their IAAO desig- nation. To be eligible, new designees must be a FCIAAO member in good standing for 12 consecutive months prior to being awarded their IAAO designation and receiving the award. Award recipients must be registered for the annual conference to participate in the awards program.

IAAO Procedural Rule Reminders:

Case Study Examinations (10.4.3.1): A candidate failing a Case Study Examination is permitted to retake it after thirty (30) days. If the candidate fails the re-examination, then he or she must successfully complete IAAO courses that reflect weak points from the examinations before any subsequent attempt at the Case Study Examination toward any designa- tion. The Professional Designation Subcommittee will review the failed examination and determine a remedi- al action plan for the candidate specifying which IAAO course(s) must be successfully completed. Requirements for Qualification (10.2.4 & 10.2.5) Candidates are approved for a period of five (5) years. An annual fee is required to maintain candidacy. Can- didates may reapply for candidacy every five (5) years. With a written request of the candidate, subject to approval by the Professional Designation Subcommittee, a candidacy may be extended for a period of one year for just cause.

APPRAISAL TERMINOLOGY 101

Highest and Best Use - A principle of appraisal and assessment requiring that each property be appraised as though it were being put to its most profitable use (highest possible present net worth), given probable legal, physical and financial constraints. The principle entails first identifying the most appropriate market and sec- ond, the most profitable use within that market. The concept is most commonly discussed in connection with underutilized land.
